How do I set a minimum order amount for shipped orders?

Ho do I set a minimum order dollar amount for shipped orders? I see where you can set minimums for Large Orders in the Pickup/Delivery Fulfillment section but I am looking for when we ship merchandise, it needs to be worth our while/shipping charges so we want to set a minimum amount on purchases.
