Help! Seems to be some technical issue with adding shipping region

Hi, I seem to be having some issues with adding a shipping region

 

I set up zones as follows as per Aust Post site.

 

1. Australia

2. NZ

3. US & Canada

4. Asia Pacific

5. UK & Europe

6. Rest of the World.

 

Everything seems fine EXCEPT that when I added countries for the UK & Europe region, I saved them and when I exited out to bring up all my regions it says its the  Default Shipping Zone.  As you will see from the pic, when I set up Asia Pacific it says American Samoa......+41 more.  I did a test on the UK zone with an address of a friend and when it goes to checkout the options are for the Rest of the World rates NOT the UK.  I have tried putting in the countries again 6 times, and deleted the zone and starting again, but it still does the same thing.  What can I do?????
