Free Shipping on Entire Cart if Specific Item Bought

Is there a way to provide free shipping if a specific item is in the cart at checkout? For instance, we want to offer free shipping regardless of the amount if a membership is purchased. The only way I can see to do this is to have the customer purchase a membership and then in the purchase confirmation email, send them a free shipping code.
