Flat rate shipping is not being applied at checkout

I have scoured the internet and the discussions to find out why flat rate shipping is not being applied at checkout.

I have both local delivery within 7km setup. 

I also have 1 flat rate shipping profile setup for the rest of the county based on the order with all provinces selected.  I have a flat rate applied.  

I also read you can setup flat rates for each province so I deleted the country wide flat rate profile and created a flat rate on the order for 2 provinces.  Still no flat rate is being applied when I tested it.

I've cleared my cache and tried a different browser.  Still no rates are being applied.  Any suggestions?

Now for the issue with your Flat Rate Shipping, could you check to make sure your item type is set to "physical good"? If the item type is set to "other" or "digital", the shipping rate will not apply. 

Take a look and let me know if this resolves the issue for you. I'll keep an eye out for your reply!
