Coupon Code Box Missing from Check-Out Area + Shipping Fees Missing

We are having a two part issue with shipping  &  coupon codes. 

*We have created a coupon code that should be available online.  We have checked this multiple times and it is done correctly.    The code is for Free shipping over $100. 

*Somehow our shipping fee of $12.50 is not applying at checkout even though this hasn't been an issue in the past- it is now 0.00 regardless of what the settings say.  (So EVERY SALE is getting free shipping!)

*Coupon code box shows up on my phone when I shop there - but NOT on my laptop shopping via there.   

*Coupon code does not show up anywhere for my business partner whether she uses her phone or laptop.  

What is happening - this is a major issue!

Hello @Haven1890 I'm sorry you're having trouble with this issue. Can you comment your website and someone may be able to check it out from their end and see if they can offer any advice or solution? Did you in the past have any issues with applying shipping charges...so this issue is only appearing AFTER you created a free shipping coupon code?
