I've investigated this issue on my own demo site, and can confirm that what you're experiencing is expected behaviour, rather than a bug.
For the Featured Menu Items section:
The hyperlink and clear formatting buttons aren't available for section titles in this type of section. This limitation also applies to our Featured Items and Featured Categories sections in the site editor. If you need to add a hyperlink, you'll need to place it in the section description field below the title. As a workaround, you can adjust the font style of your description text to a "title" font to achieve a similar visual effect.
For the Text section:
The hyperlink and clear formatting options will appear, but only after you highlight the title text. For best results, double-click the text you want to modify to select it completely. This will make these formatting options become available in the toolbar.

For the Text section:
I would like to clarify the following: the Clear Formatting option does not work for the Title field.
It only works correctly for the Section Title and Section Description fields.
