Is there a way to set up a Vendor or landlord by adding their checking account information so I can pay him from square?

Square Bill Pay might be the solution you're looking for here.

This feature lets you organize and streamline outgoing payments by paying bills and vendors using your Square Checking account or any debit or credit card. You're able to categorize your bills, and also connect verified companies within our network.

Unfortunately, service charges have a different purpose, as they are meant to be applied at checkout when processing a payment to offset operational or overhead costs, such as shipping or delivery costs.
