At this time, fees are only able to be taken out with each card transaction. I can suggest dropping this on our Ideate Board as a Feature Request, if it's something you would like to see in the future.
If you know of any other sellers that would be interested in having fees taken out monthly, I would invite them to like your Feature Request post. This will show our Product Team what is popular among our sellers.
