add a taxable and non taxable service together to make package

i need to add two services together to make a package.  Each item needs to be listed individually.  One is taxed and one is a government fee non tax

what is the best and easiest way to accomplish this so it id

1 easy for customers to book

2.  Sales Tax Reports
