Is there a way to apply multiple $ discounts to a tab?

I saw this was being addressed in a previous thread starting in 2016.  I would hope 6 years later it was resolved... our bar offers $1 off pints to military but if they buy more than 1 on a tab it becomes a pain.  Is there a way to enable multiple $ discounts to 1 tab?

@jackwiener Our shop uses percentage discounts so I’m not entirely positive it works the same way, but if we take an a order with multiple items and use our heroes discount which is 10% it automatically goes back and takes the 10% off each item. 
If you were to apply the $discount to the entire ticket would it then take it off each item? if not I feel like to save a hassle maybe a percentage is the best/easiest way to go when it comes to at least your military discount.
