Create an invoice from virtual terminal

Create an invoice from virtual terminal or a saved transaction.  Sometimes we need to save a transaction for a later payment.  For example, if the card is declined and they have to call the bank, or they need to verify a size.  Currently, we have to either tie up the virtual terminal or recreate the order.
