Did Square change shipping profiles?

I have some items that can ship lettermail and want to offer free shipping for them in Canada, with an option to upgrade to pay for tracking.

Then I want to have another profile for different items that ship with tracking.

And another profile for US as a flat rate for all my items.

We used to be able to set shipping profiles based on price,  no?

I had the custom profiles set up as above  but then US customers weren't able to make a purchase.

At this time, you can only add items to one "custom" shipping profile. However, you should still be able to setup shipping like the previous method. Each country or region you are creating rules for will use the "default" shipping profile for that specific area.
