Why I can't use new features and Why I gave Up.
Very minor situation comparing to other major problems, but this was enough for me to stop any further efforts.
I consider the money I paid for my business plan lost. I had less then 5 month on business plan to realize that.
I don't have new "sections" feature and probably will not have any other updates. Why? I was told it's because my theme is a "custom theme".
So, here is what made it "custom":
The theme was fixed because it wasn't working properly. In one place the font size was added to CSS (thanks to my husband!) because I couldn't change the font size otherwise (the maximum of font size provided by the theme for my header image was ridiculously small).
So, I realized now that the little fix is considered custom theme. And custom theme can't use new features.
You can look at my header image on my home page www.juliabarsfineart.com and tell me if the font size there - white text Julia Bars Art - is a "special custom requirement", or can and should be available withing the theme without the need to "fix" it.
Now I have a choice to give up on the font size that looks good on my header image, or live without new features.
The choice seems to be ridiculous. Why do I have to sacrifice one thing for another when both are the basic little things that can and should be compatible.
Well, I am tired of all this. I gave up. Not changing anything and not jumping through hoops.

do you think may be adding text as part of the image for header work?

another thing you can do is get a new theme and have your husband add that little customization. If it is little, it shouldn't be that difficult.
It is actually a very sensible move on Weebly's part in not offering help to custom themes.

Thank you so much for trying to help! You always give a great advice
I would definitely use it, but I am really done with Weebly. This is not just words.
I am leaving and saying good bye and thank you to everyone here.
To all community members and to all Weebly admins.
@Adam, @Erin and all others, thank you. It was a great time and experience and I appreciate your help.
All the best,
Julia

Sorry to hear that, Julia. What theme did you originally change? If it's one of our Standard themes, you could switch to that, add your font change, and then have access to sections.
I'd really hate to see you go for something so small, like you've said.
