Unable to upload Member .csv

I am trying to upload a .csv member file I downloaded from Google Sheets.  I used the Template from Weebly.  I cleared my chrome cache/history. I am able to upload the .csv, but the "Add Members" button stays greyed out and won't let me upload the file.  I emailed support 3 days ago without response.  Please help!

How many members are you importing, and is your site upgraded to a paid plan?

Yes, I am on the Pro plan and there are ~450 members I am trying to upload.

The Pro plan is limited to 100 members, which is probably why it's not working for you. If you upgrade to the next higher level plan you can have an unlimited number of members.

ok, it would be nice if there were a pop-up with an error code (*too many member) or something like that.  I will try to upgrade and see if it allows it to upload.  Thank you!

I have the Promote Grow plan.  I have 16,000 entries in my mailing list.  Every year I update my mailing list.  I've never had problems before but now my csv files won't upload.  Chat support suggested using lists with 1000 entries.  1000 doesn't work.  300 entries sometimes works.  Sometimes they get through but mostly there is that annoying green banner telling me that I'll get an email when it is finished uploading.  Even csv files with 50 names only get through half the time.  Cache is cleared.  I'm supposed to hear back from "Tier 2" but that hasn't happened.  Please help!
