Through the browser. I don't see a highligting tool anywhere where you choose font size, color, etc.

My apologies. I thought this was a native feature in the builder. You can change the color of individual words or sentences and bold them, but you can't highlight the background behind the words.

Not at this time, @rahuldesigns. You might be able to do it with some custom code and the Embed Code element. https://www.w3schools.com/ would be a good place to check if you are familiar with code snippets.
