Is it possible to offer e-gift cards as a prize?

I'm holding a raffle for customers and want to give an e-gift card as a prize. Can I do this by creating a card and "selling" it to the winner as a 100% discount?

That is exactly right!
 

To give out a gift card with a full balance but not add any money to your register, you can ring up a gift card like usual and then add an 100% discount and finish the transaction.  The card will be loaded but no money will be added to your daily sales.

Can an amount be set that has a 100% discount. For example 100% discount up to $500 total.

At this time discounts do not have an amount limit. I recommend you submit a Feature Request here. This will help our product team get visibility and track other Sellers' interest in your request.
