How do I apply a discount to the total cart, not just an item?

I would like to set up a % off the whole cart not just individual items.  Can it be done?  All I can find is how to discount items individually.

after you add all the items to your cart, go to discounts, and choose the percent off you want. ( you can create discounts with names if you want to track what you have given off). choosing the percent off from the discount screen will apply it to the whole cart.
