There's a Newsletter option on Weebly BUT WHERE do you compose one?

Hello!

I'm working on my website, it's not yet published. I see there is an option in the Build panel to add a Newsletter form but I can't, for the life of me, find out where to go and actually compose one? It's supposed to be customisable and you can write and send it from your dashboard. But it's not in mine. Is this only available on paid plans? If so, which one? I looked through the details of each plan and none of them mentions it.

There's supposed to be something called Weebly Promote, but where is it?

Please help! 😞
