Taiwan seller, PayPal notification mail no longer received since early Febuary

I did not do anything on Weebly eCommerce setting. And all the order's payment notification mails no longer sent to us like they used to be since early Febuary, 2025.  PayPal warned me about "PayPal Instant Payment Notification Warning" asking me to contact Weebly or 3rd party who handles this.  Square told me to reach PayPal to ask for help. 

 

I "disconnected" the PayPal with Weebly.

 

Then, I do the connecting "connect" with PayPal all over.

Though there is option for location "Taiwan", it turned out to be they would charge me 

 

- Customers pay with their PayPal account or with credit cards through PayPal

- 3.6% + ¥40 per transaction fee

 

instead of 4.4% + US$0.30 fee (I wonder if that ¥40 refers to Chinese RMB?) .

 

Could it be the problem of Square that thinks Taiwan is part of China and do not separate the two different currencies and locations?

So that I can look into it further, could you clarify if it's all Weebly order notifications that are not being sent, only online order notifications for sales that are processed through PayPal, or it's just the communications from PayPal themselves that you're not receiving. 

 

Could you also let me know if you've already upgraded your PayPal account to a business account? If you haven't, your current PayPal account will continue to work, however Weebly will no longer support it. So, we do recommend that you upgrade if you haven't done so already. You'll find more information on this, here.

I have been using Weebly's eCommerce since 2014.
This is the first time I encountered this problem.
I did not do any upgrade of my PayPal account.
Ever since Feb. 7, 2025, orders came in and I can see them on Weebly's Order page but no more PayPal payment notification mail at our email box.
 
I did have a chance to send a customer an invoice from PayPal and I received mail of my copy of that invoice instantly.
Later when customer paid that invoice, I received payment notification mail as well.
 
And I have received a few warning mails with the content like the following from PayPal:
"Please check your server that handles PayPal Instant Payment Notifications (IPN). IPNs sent to the following URL(s) are failing: (my website).
 
If you do not recognize this URL, you may be using a service provider that is using IPN on your behalf. Please contact your service provider with the above information. If this problem continues, IPNs may be disabled for your account. Thank you for your prompt attention to this issue."
 
I tried to ask Square (forgot where) and a Square staff reached me recommending me to contact PayPal support team.
That did not help at all and I even received a mail asking me to rate the service which I was speechless to say the least.
 
I informed your staff that I tried one action after she recommended me to contact PayPal support team.
I "disconnect" PayPal (the only payment option I have as I am in Taiwan).
Then I tried to "connect" again.
Though there was a country area for me to select Taiwan, the page shows:
 
Customers pay with their PayPal account or with credit cards through PayPal
3.6% + ¥40 per transaction fee
 
It was 4.4% + $0.30 (US$) before I did the disconnect and connect action.
And even it shows 3.6% + ¥40, PayPal deducted 4.4% + $0.30 actually.
 
Could it be the system problem that it changed Taiwan as part of China (which is not as ¥ does not work for us)?
I mean Weebly's eCommerce system being changed a little because of Trump Administration's tariff factor?
Honestly, I have no idea.  I just have the problem to be notified by PayPal's mail when there is a new order came in.
 
And so far, this is what I tried and found out 3.6% vs. 4.4%...

Thanks for the additional information and context here Daniel. 

 

I've gone ahead and raised this with our e-commerce checkout team, to see if they can provide any insight into the emails you've received from PayPal, or the fee changes your noted after disconnecting and reconnecting.

PayPal has officially warned me for more than 10 times and now disabled IPN (PayPal Instant Payment Notification).  And I am sitting here not knowing what to do.  Wonder if migrating to other eCommerce service is the last I can try. The problem is that I am used to the environment for over 10 years.  It will be painful to me, but it seems Square can not do anything to solve my problem.  Please let me know if the fees I paid in Jan. 24, 2024 (should be valid until Jan. 2026) can be refunded if I migrate to elsewhere in 2025.  Thanks.
