Changing the width of a container / element

I am using Unite2 theme and wish to change the element to 100% width. 

wsite-section-elements this is an element that contains the section title "Services" see link.

The effect I am trying to create is an orange band of color that goes the full width of the page, that contains the section title, "Services".

Can someone help me with this.

Did you change your theme, or figure out the code for the Clean Lines theme?
