I was able to confirm the site is loading okay on a Samsung Note 9. I was also able to load the site on my LG Q7. Although, another user in the office did experience lag when loading on a Note 8 Plus. What happens when you try to load it?
Do you remember what changes you made to the html/css? It looks like you site is using a custom theme and the first troubleshooting step you will want to take is to try changing it back to a standard Weebly theme.

Hello, Thank you. Have you ever heard of a problem with a carrier? The owner of the site has t-mobile, and it won't load on his phone. I've also success loading it on the galaxy 8 and the galaxy 10, both different carriers. I am coming on to the project later, so not sure what changes were made. If I change it to a standard Weebly theme, do I lose the original site? Would I have to create a second version?
Thank you for your help.

I'm on the T-mobile network, and I believe the other two reps are using Sprint. If you change the theme all of your content will remain in place, but you may have to re-upload header content.
It looks like the custom theme is saved so you can always revert back to it if you need to.
