Sorry. I have a 2014 pdf file around 20 MB I want to replace with a SMALLER and updated pdf.
I have deleted and published with no change.

Sorry to hear that, @MINDFULinAction. Try deleting the link you made, changing the file name of the file, and making a brand new link with it. Sometimes uploading a file with the same name to an existing link can have caching issues.
