You shouldn't have any trouble using the Scribd element, although sometimes it can take a little while to convert.
There's also a third party solution in our App Center you might want to try:

I am having trouble -- I drag the Document button onto the page and upload a 127 KB PDF -- quite small -- the spinner is still spinning, "Sorry, we can't display this document," after ONE HOUR. What am I doing wrong? I want to upload a 584 PDF for real ... please help! I've searched everywhere for a solution. Thank you.

Have you tried exiting and re-entering the editor, @Kay1? I've seen that happen before with the Document element, since it sometimes take Scribd a little bit of time to process a document.

Yes, Adam, I had tried that several times. I even restarted the computer. Reducing the file seem to work this time (547KB to 127KB), but I really need to upload a file reduced to 584KB from 1.1MB -- ideas? And how to make it actual size on the website page? Thanks.

No, this not a viable solution. The free version is only good for a 5mb pdf file. They want up to $10 a month for larger pdf files. The document/scribd element is also not a viable solution because of its intrusive ads. The failure of Weebly to provide a native pdf viewer element has been a problem for years. It is the only thing I don't like about Weebly, which is otherwise excellent. It seems like such a simple thing to provide. Why not do it?
