I just got off of a chat where I was told that themes are not available to those of us with the 'new' editor.

'It' being the new editor?
Perhaps so. I've only been on Weebly for a couple of years.
If the new editor doesn't work with themes, it seems like a dumb idea to have pages like...
"Responsive themes for your website, blog or online store" to quote the page.

It's probably best to call them the 'dark' (old) editor and the 'light' (new) editor. It's called the 'new' editor (it must be close to 2 years old now) but it doesn't replace the 'old' editor. The 'new' editor is intended specifically to build stores and so lacks the functionality of the 'old' editor because the old editor was designed to build all types of websites (including blogs and stores).
