site looks fine in all browsers except Chrome

Site looks good in Firefox, Safari, IE and mobile devices...but only part of header (and none of page) showing up on Chrome without a lot of scrolling. Is there a fix?

Does it look OK to you? This is how it looks to a friend who tested it for me on Chrome. On the other browsers the header shows up in its entirety.

There should be more blue under the "moving your business forward" line so the text doesn't look chopped off.

If you chose those fonts with the options in Theme > Change Fonts, then you should be able to choose them again with a new theme. Since you have a custom theme you can just switch back if you can't get the fonts you want for some reason. The same fonts should be available for all themes, though.

I am having a variation on that theme for the desktop version: the Chrome browser shows what the editor saved, but the safari browser has much smaller text and different spacing.  I am not seeing it on mobile.

I saw one answer which was to add this following to the hearder, but it did not solve the issue.

This might be an issue with your custom theme, @jacton. Try switching to a standard theme and publishing your site again to see if that helps.

I've tried that and run into two issues: a) the site has been designed with the fonts available for a specific theme and to change to a new theme in no way ensures the same fonts will be available, e.g., a site designed with Libre Franklin doesn't transfer to a site with Proxima Nova without a lot of do-overs; and b) the template-based spacing is different from theme to theme so the designed elements you've spent time/$ on, are now in different locations.  
 
BTW: the nav bar on our site is hella above anything else. In looking at the available code, I see what I assume to be a call to a template page for the dimensions at the top for a non-header page. Can the dimensions (vertical) be changed so the distance between the nav bar and the next element can be shortened up?
