Text moves when re-sizing

I am trying to have an interactive "honour" board as a menu of hyperlinks. This means an image of a wodden honour plaque on the page, with text over the top, which will be turned into hyperlinks.

I have been unable to get a textbox to go over an image so I set the image as the background and then added the textbox.  However, whenever I zoomed in or out, the text and textbox moved and the text no longer lined up with the picture behind. I then tried to insert my own HTML code and use HTL code to format the columns of the text, however the same issue occured.

OR - can i have a textbox with its own background image?

Is there any way to fix this? 

-possible soultions:

- be able to place a text box (or html code) over an image (then both text and image will be re-sized together)

-prevent either text or background from re-sizing during zooming

-different way of having text over a photo

but the names on the board are going to be a clickable hyperlink to a different story, which is going to be a page about why that person is on the board. 

So need to apply clear text box over an image and link the two objects together (like "group" in MS Word) so that when the whole page re-sizes for viewer zooming, the two things don't re-size differently and move around. 

(currently, background (with image) is re-sizing but text is being re-sized differently, so names are no longer over the picture, or even in the same columns that they were in. 

I have had a look at the add ons, but am not sure that they are exactly what I am looking for.
