Is there a way to get a text box pop up when hovering over text?

I'd like to have detailed information appear in a text box when hovering or mouse over specific text on a bulleted list.  Basically, provide more detailed information without overwhelming the visitor with tons of text.

@IYL I believe there are are couple of apps that do that.  They are called modal pops where you click.  Another is called tool tip where you hover.
