I have one website with weebly already and I need to create another new website.

Can I use the same Weebly account to buy another one?

In other words, can I use the same registered email to buy another Starter Service?

Absolutely!

Click on drop-down arrow for the sites list on your dashboard, then click on the site you want to upgrade. Once you've done that, click on the upgrade button to the right and you can upgrade that site.
