I've just had the same problem. Unable to access my website thru PC or phone and the public site wasn't working properly either. The help option just takes you to an AI system which is no use at all, and all the email addresses I had for help were bouncing back and referring me to the online help - which you can't access if you can't log in!!
Luckily the website has just come back on - I assume Weebly were having an issue their end, but it's not helpful if you can't get to the helpdesk without logging in. It would be much better if they told us there was a problem.
