Default Cookie Banner language

What governs the standard cookie banner language?

When I use Safari (mac) it comes up in Swedish, on Firefox (PC) it shows in English, Microsoft Edge it shows in Swedish. I'm located in Sweden.

Unless override by a browser language setting, it will use the IP address to determine the language of the banner. It sounds like FireFox is probably overriding that to make it show English, though.
