Mobile theme placeholder image removal/change

Weebelos,

When viewing completed site on mobile device the Legacy theme placeholder image (skyline) appears despite not displaying in edit mode.  

How does one remove that image -- or change, if that's the only option?  Oddly, when in Mobile Options the Header Image radio button is off and I'm unable to turn on.

I am having this same issue. How can I get the image I see on my laptop to appear on the mobile device (currently it's displaying the skyline).
