Anchor Text
I just discovered how to use embedded code & create a link to a specific spot on a weebly webpage.
It worked, but not going above the text where I placed embedded code.
Goes slightly below
embedded text:
<a name="scuba"> </a>
url:
http://oceantravelsite.weebly.com/index.html#scuba
Goes a little too low in section ?
Does anyone know how to fix this

Simple way is to place a spacer between the #name code and the text to which it refers.
Name link <#name>
Spacer bar - adjust as needed
"Visible text"
I did just that for my page (Link set to open in new tab/page)

You're confusing "anchor text" with web name reference.
The anchor format to create a hyperlink with an internal target is::
<p><a href="http://www.sitename/page-reference/#name-of-target">Name of target</a></p>
I think when you're using "weebly" in the url, it can become confusing to the browser
An owned "url" does work - as below

I had an assitional thought on your problem.
Did you by any chance move your original name tag code?
It should be above "diving locations"
Then place space bar below it, which brings the use to the full list of SCUBA locations.
The problem with the #name tag on Weebly is that the link drops a few lines. The space bar effectively acts as the "drop" to allow the position of the user cursor to hit the top of the text you want them to see.
Also: very few people get coding right first time. It's usually a matter of doing the right thing and still having to mess around to get the final perfect result.

I wouldn't give up. The site I set up for me is a Weebly account. And I create client accounts using various links and codes.
It may be the Weebly.com free plan is problematic as the "link" is confused with all those other domains with "name.weebly.com".
If you can, invest in your own domain name. Most cost less than $10 for a year. That will solve your problems and give you many added capabilities.
