How do we get a refund for cancelled subscription?

We have changed over to WordPress because Weebly could not support everything we need to do on our website. We believed the subscription to be cancelled but got charged a monthly renewal fee on Friday February 14. How can we ensure that the subscription is cancelled and be refunded for the payment?
