Yes it is. Both the App and the contactless reader are compatible.

Is the iPad Mini 1st Gen compatible with the 2021 Square POS App that is in the Apple App Store?

If not, is there a legacy Square app available anywhere?

The iPad mini 1st Gen isn't listed as a supported device with the Square Reader here, you should still be able to download the Square Point of Sale app from the app store. There's no legacy version of the app, and the app would work best on a device running iOS 12 or above.
