Is anyone having issues with accepting FSA/HSA credit cards, w/ Merchant Code 8099 Medical?

Is anyone having issues with accepting FSA/HSA credit cards, w/ Merchant Code 8099 and business type - Medical?  Message received is 'An unexpected error occurred while processing your request: The credit card transaction failed.  Please check the credit card number and verification information and try again.'  Tried again and same error.

I accept HSA and FSA. I am classified as a medical service provider and have never had that come up. I would probably call and ask what the issue is if you are classified as medical.
