"settings" click button does not appear on my screen

To activate passwords, I need access to settings to add group member access to our site.  THe "settings" button does not appear at the top of my page.   ????

Thanks for posting, @eegcexec. Since you are an editor of the website, I would contact the site owner so they can take a look at your permissions.
