"Choose a layout" button isn't there

I built my website in Weebly about two years ago, and I'm finally getting around to doing a full upgrade. I'm looking at changing the layout of some of the pages, so thought I would recreate them from scratch.

Only problem is that the "add a layout" button doesn't show up when I create a new page - only "drag elements here". There was, however the option to add a 'section layout' if I click on the "drag elements here" box, but not the option to add the page layout.

Also, when I create a new page, it only gives me three heade options - "header, no header and splash".

These options seem to have disappeared somewhere along the way in the last two years.
Any thoughts?

Yes, those are some new updates as our themes are now responsive. You can resize the header by clicking on it and then dragging the blue circle at the bottom up or down. This will allow you to make the header short or tall. When you use the Section element you should have an option to choose different elements to display. This would be the same thing as the old layout feature. Let us know if you need help with anything!

Ok,

Thanks for the explanation. However, I'd like to pass on my feedback that I think this is a major step backwards. The site I built two years go is responsive, and the pre-made page layouts that you had at the time were extremely useful, so cutting back just to the much smaller selection of "section layouts" decreases the ease of setting up new pages fo non-designers like myeslf.
