Steps for a person to accept editing on site

I want to give editing rights to another person.

Do they have to pay to activate their own account/web site?

I've tried to log in under another personal email to see why the people I want to give editing access can't get in. I had to set up an account (fine) Then create a fake site (fine). But I cant see any 'shared with me' button to navigate to the 'real' site. 

I tried publishing but needed to get a domain name - which meant I couldn't get past the payment page.

Do I have to pay for the domain name to get to the shared site?

I'm experiencing the same issue. Invited users are being forced to create a site rather than edit the site I've invited them to. This is incredibly problematic.

Previously, invited editors would be directed to the edit interface (including, if applicable, the screen showing which pages they have access to). This workflow needs to be restored.
