How do I know who has access to a site I created but cannot log into

I created the site scarmtvernon.weebly.com a few years ago and cannot log into it to edit it. It was created for someone who also cannot log into it. I have sent password resets to both him and myself and get nothing back to reset the sites access to edit it.
