Changing Header and Footer Color

Hello,

On my website, http://www.melodymunitz.com/, the header (where the navigation buttons are) and footer are black. I'd like to change them to instead be the color #2e6d74 to match the rest of my website. I know that changing this requires adjusting the coding of the website, and have read through all of the various pages on here where people ask similar questions and tried each of the suggested solutions but none of them are working for my site. If someone could take a look and help me out I'd really appreciate it! Thank you!
