I followed Weeblys SEO guide to add captions and alt image descriptions but don't seem to be able to get the editor to cooperate. I don't see an option to add image titles or image descriptions when I click on the image or in advanced post settings. Where is this function?

You refer to Advanced Post Settings which sounds like you're working on a blog. If so, you have the standard editor. So assuming you're using the standard Weebly editor, if you click on an image a popup menu should appear with a list of options. If you scroll down to the bottom, the last two options should be CAPTION and ADVANCED. Caption is the image title and Advanced is the Alt-tag. The caption box accepts HTML as well as plain text, so you can vary title size, position, font etc.
