Is there a shadow ban or just a ban button if so can someone tell me???

if you have upgraded beyond the CONNECT  u can add password for certain pages     and thus block   'stalkers'(?)

 Yes, as suggested, you can upgrade to Pro or higher and password protect your pages. I think there's also an app in the app center that will block IP addresses, but I've never used it so I don't know the specifics on how it works. https://www.weebly.com/app-center/ip-approval?ref=ac-search
