Photo not loading in gallery

So the gallery acceoted 2 of my 3 photos.  The third photo I have tried multiple times, but it has yet to load. It blinks at me but never loads.  I have tried resaving the photo multiple times, but nothing has worked. I am using Safari and have cleared the cache. Any ideas why this is happening or how to resolve it?

Are you able to send me the image you are trying to upload?

It is the same format as all the other photos and it works if I load it alone, it just refuses to load into the gallery
