Paper Theme, Broken HTML / CSS Editor?

We use the Paper theme. If we go to Theme > Edit HTML / CSS and enter anything in there either

A. The whole layout blows up. (It's not an error with our CSS, we're talking even if you just enter /*Comment*/ it jumbles the layout.

B. The customized CSS is totally ignored, even if placed at the end of the CSS and given an !important declaration.

Does customizing CSS just not work or are we missing something? Or is this a theme specific issue?

It's possible it's a theme specific issue, although, I believe there is also a known issue with css edits saving. I, unfortunately, do not know what the answer is for this particular question, but I will try to tag someone that would be able to verify.
