Changing Background Image of Blog Page?

Hi all, I'm trying to change the background of this page:

https://rockfluff.weebly.com/blog

I can't seem to do it by selecting the background as I can on other pages. I've tried editing it through SEO settings > header code, currently I've got the following there that isn't working:
