Changed Background Blog Colour on Computer and it won't Show up in Mobile View

Hi,

I recently changed my blog page background colour using: 

#navigation {
background-color: #2b2a2a;
}

I entered it into my SEO header code and it worked perfectly; however, when I load the page on my mobile, the new colour does not load. How do I have the new colour show up on my mobile?
