Hi,
A friend of mine is interested in setting up a Weebly site but is not confident about doing the work. Would it be possible for me to set up an account for him, build his site and then hand admin over to him?

Yes, that'd definitely be possible. If they give you their email address you could create a second account with that and invite your existing account as an Administrator. When they log in they can reset the password to something they'll remember.

What about billing them? I want to start a site for a customer, but I don't want to be stuck with the bill. What's the best way to get a domain, start the site, then have them log in and enter their credit card to pay for it?

If you make the account under their email address then add yourself as administrator, you can fully manage the site from your account while they log into it on their own to purchase the domain name.
