I want to upload some JavaScript files to my site.
Instructions at

say
"You can upload the needed .js file under “Design > Edit HTML/CSS > Assets”."—
but I don't know where to find "Design...".
It doesn't seems to be under "Build" or "Pages".

Well, the post itself isn't a solution, but I do want to indicate "problem solved".
I found that my JavaScript files, in order to be called on, need to be under
"Theme" > "Assets", rather than under "Pages".

Go to the Theme tab and click on the "Edit HTML / CSS" button on the lower left. After doing that, you can then click the + button on the left side to upload files to your theme.

I saw four "+" signs: "Header Type", "Styles", "Partials", and "Assets".
I chose "Assets" at random. Was that a good choice?
(The .js files still don't give the desired result, but that may be my fault, not Weebly's.)

After uploading according to these instructions, where can I see what files are up there?
I don't see their names in the list under "Pages".
And in my html page where I link to them, is it sufficient to give simply "[FileName].js"
as an address, or do I need the full path, as in
"http//[SiteName].weebly.com/[FileName].js"?

Let me try asking in a different way (and by the way, thanks for your patience with my dumb questions).
I'm trying to make html pages that link to other html or pdf pages.
Some of these html pages call separate JavaScript files, xxxx.js.
Others enable the user to download xxxx.zip files.
Should each of these files be named in the hierarchical list that opens when I click "Pages"?
Or is there some other location for files whose names don't need to be visible to the user?
I'm having a hard time unscrambling the internal (linking) and external (visible to user) names of these files.
If not listed under "Pages", where are files stored so _I_ can see a list of them?
