Setting up website domain

A few years ago I did a basic (weebly) website that used my (godaddy) domain name with no problems.   I am now helping a friend do the same, but it appears there is a charge from Weebly to make this happen.  

Is there now a monthly cost to create a basic weebly website???

Yes, now you have to purchase a hosting plan from weebly.  Those days when you can purchase a domain for $1/yr and redirect to weebly are over.
