You would logically assume that the modifiers page would allow you to fully customize a modifier. You would be making an incorrect assumption.
The modifiers page is very limited in what you can do. You can create a modifier/edit modifiers and assign them to locations, and there is one button to force a customer to pick only one modifier (radio buttons instead of check buttons). But what about being able to select if the modifier should be required or not, or the minimum and maximum amount that can be selected. The only way to do those things is to go one by one to each item and "customize" the modifier. WHY?! This makes no sense. If I want to apply this configuration to all my items, I literally have to remember which items those are, right them down, and then apply it via that customize page. Why not provide the ability to apply the configuration to all or to add to all items that already have that modifier, at the very least.
But seriously, just give us the options via the modifier page, and the customize section should be for the one off things that you want to change, not for global changes!
